Here is an actual complaint with logs and the actual response from Emirates Internet to a Direct appeal with proof of Denial of Service. This particular incident caused all UAE chatters to be banned from Undernet for a short while.

5. Condition of Use
1. The customer shall not use or utilize the service for :
i.) persistently sending messages without good reason causing any threat, harassment,
annoyance, inconvenience or needless anxiety to any person whomsoever.
Now if the complaint made to them is not EXACTLY that, then what it is? Read on .....

liaise with Emirates Internet.
